Your work breakdown is clean, every task passes the four part test, the hour plan holds the margin at 20 percent, and the QC peer reviewer carries zero budgeted hours. The plan commits. Which reader did this plan fail?

The Reviewer. Review that exists as an intention rather than as hours is not real, so Protect Integrity never made it into the plan. And the failure travels. When unreviewed work reaches the client, the Client’s confidence goes with it.

One plan gets written and five people read it. Audit every plan against all five before you commit it.
